Carolyn Dallmann

Senior Manager, Peacebuilding & Partnerships

Carolyn is Senior Manager, Peacebuilding & Partnerships at Humanity United, focusing on the efforts of the Collective Action Assistance Fund (CAAF), an activist led and advised initiative of Humanity United Charitable Fund.

Prior to joining HU, Carolyn spent over a decade in the State Department’s Bureau of Democracy, Human Rights, and Labor’s Office of Global Programs.  As Rapid Response Team Lead, Carolyn led the Department’s efforts to design and manage emergency assistance and flexible, rapid-response foreign assistance programs, working in collaboration with partners to respond to threats, attacks, and changing environments in real time.  In 2022, Carolyn took a year away from the Department to serve a detail as a Foreign Policy advisor in the U.S. House of Representatives.  Carolyn also worked in the Executive Office of Human Rights First and the Office of the Governor of Wisconsin.

Carolyn holds a master’s degree in Global Governance and Ethics from University College London, and she received her undergraduate degree in Political Science and International Studies from the University of Wisconsin-Madison.
