The Senior Executive Service Program (SES) is an initiative designed and led by the Liberian government to build public administration capacity and support the country’s reconstruction following 14 years of civil unrest. SES will develop a cadre of senior public servants – well-trained, highly motivated, and adequately compensated – who will manage the change process linked to the country’s post-conflict reconstruction and development.
SES facilitates transparent, competitive recruitment targeting 100 Liberian public servants over three years at the directorate, strategic middle, and junior executive levels. These leaders, over the course of the initial three-year contracts, will develop the capability to rapidly advance urgently needed reforms in Liberia.
SES executives will provide leadership and management in their respective areas of expertise, implement priority programs, and bring about strategic change as part of the government’s broader civil service reform process. SES candidates are expected to bring instant credibility and capacity to Liberian civil service, and they will ultimately implement reforms that will sustain the Liberian government in the long term.
The initial three-year Program, launched in early 2008, is progressively identifying, assessing, and selecting professionals and deploying them into the public service. More than 10 such professionals at the highest (directorate) tier have already been deployed.
About This Photo
“Through the SES, highly skilled Liberians will join us in our effort to make a difference in the pursuit of sustainable human development in Liberia… We want to have SES public servants who make good things happen for people through managing effective professional relationships, team-work, effective communication, and who are results-oriented. If you can live up to these expectations and requirements, we invite you to join the Senior Executive Service.” – Statement by Liberian President Ellen Johnson Sirleaf, taken from the SES Inaugural Brochure (Eric Kanalstein/United Nations Mission in Liberia)
